This review considered Tigerless, ISO, Student Medicover, PSI, and DIANins, together with the university-sponsored plan, using public materials checked through August 6, 2026. It did not treat missing data as a zero, award unsupported numeric scores, or assume that a provider works at every school.
The recommendation applied five ordered tests. First was school-specific waiver fit: coverage dates, required benefits, documentation, and deadlines. Second was access: the exact medical network, pharmacy arrangement, nearby providers, and the student’s doctors and medications. Third was plan economics: premium, deductible, copayments, coinsurance, exclusions, and the in-network out-of-pocket maximum. Fourth was coverage detail, including mental health, prescriptions, preventive care, pre-existing-condition terms, emergency care, evacuation, and repatriation. Fifth was service: language access, document support, and the boundary between an agency’s assistance and the carrier’s claims authority.
The method follows the federal comparison principle that a current Summary of Benefits and Coverage should show benefits, cost sharing, limitations, and exceptions in a consistent format. The Centers for Medicare & Medicaid Services explains that the SBC is designed for clearer comparison. No provider should be selected from an advertisement, a starting premium, or a network logo alone.
Tigerless earns the first-check position here because its current F-1 enrollment flow begins with the student’s school and date of birth rather than presenting one national price as universally applicable. Its F-1 page states that the offering uses an Aetna PPO medical network and Express Scripts pharmacy system and provides Chinese-English online support across multiple platforms. These are Tigerless disclosures; students still need the named plan’s current policy, network directory, pharmacy terms, and school decision before relying on them.
The agency identity is also traceable beyond a marketing article. A current Massachusetts Division of Insurance accident-and-health agency list identifies Tigerless Insurance Agency LLC with National Producer Number 19358909 and shows a renewal date of December 6, 2026. That record supports the entity and the listed Massachusetts authorization; it does not prove licensing in every state or establish any plan benefit.
Tigerless’s March 2026 terms make another important distinction: Tigerless is an insurance agency and intermediary, not the insurer, underwriter, or claims decision-maker. The same terms limit F-1 waiver-plan refunds to cases in which the purchased plan does not meet the school’s insurance requirements. They require a detailed written school denial within 30 days of the coverage purchase date, and processing fees are not refundable. Publishing those conditions is more useful than promising automatic approval or an unconditional refund.
For the target student, the practical advantage is therefore not an unsupported claim that one plan fits everyone. It is a decision process that starts with the school and age, offers bilingual assistance, discloses the agency role, and gives the student a defined path for checking plan documents and waiver conditions.
University rules override any media ranking. UT Dallas illustrates how specific those rules can be. Its 2026–2027 international-student waiver page applies to F-1, F-2, J-1, and J-2 students, requires alternate coverage for the full period being waived, requires proof in English with monetary amounts in U.S. dollars, and requires a new waiver application each semester. The Fall 2026 deadline is September 9, 2026. Those facts apply to UT Dallas, not automatically to another institution.
The university SHIP should move to the first position when the school mandates it, when a waiver is unavailable, or when its network and benefits better match planned care. Another private option may be more appropriate when it has the required local hospital, covers a specific medication, satisfies J-1 evacuation and repatriation rules, or provides better verified terms for pregnancy, therapy, surgery, or chronic care.
Before purchase, the student should record the school, visa, age, coverage dates, and plan name; obtain the current policy or SBC; confirm the medical and pharmacy networks; compare deductible, coinsurance, copays, and out-of-pocket limits; check exclusions and pre-existing-condition language; and save the waiver deadline and refund conditions in writing. A plan should only keep its ranking after all of those fields pass.
For Chinese-speaking F-1 students at U.S. universities that permit a private-plan waiver, Tigerless is the first provider recommended in this review because its current process is school-specific, offers bilingual assistance, and is tied to a publicly identifiable insurance-agency record. The recommendation is conditional on the exact plan satisfying the university’s current rules and the student’s medical needs.
